This study will discuss the positive and negative understandings resulting from rehabilitation measures that are carried out by correctional institutions adopting public-private partnership. The resources from both the public and private sectors are treated as predictor variables in this study; the rehabilitation cognition is treated as a criterion variable. It is expected that the findings derived from this study will present the opportunity to propose specific suggestions for correctional policy-makers, which will be used, in turn, as reference for governmental agencies when planning and exercising correctional policies.
The study subjects are the staff from correctional institutions in the Taichung area and the private-sector personnel entering the institutions to support the implementation of the rehabilitation measures. Through reviewing the literature, sub-data analysis, questionnaire surveys, quantitative analysis, etc., the characteristics of public-sector resources and their influences on correctional institutions were analyzed first, followed by an investigation of those from private-sector counterparts, as well as their influences on the rehabilitative practices mentioned above.
This study employed statistical analyses such as one-way ANOVA and Pearson’s product-moment correlation to analyze the differences in the cognition of rehabilitation treatments among staff from the public and private sectors, and to examine the relationship between the public-private partnership and rehabilitation treatments.
The statistical analyses described above yielded the following findings:
一、The joint administration mode of both the public and private sectors can help in the implementation of rehabilitation treatments with greater ease and benefits.
二、There are significant correlations among the public sector, private sector and the joint administration of both.
三、The administration mode of public-private partnership has a certain effect on the cognition of rehabilitation treatments.
四、According to the data, the public-sector resources showed a higher level of cognition of rehabilitation treatments than did private-sector resources.
五、The staff members conducting correctional work in Central Taiwan have positive views on the rehabilitation implemented via the administration mode of public-private partnership.
六、The opinions in the samples suggest that the cognition of rehabilitative treatments is significantly correlated with gender, organization and position.
