Because of President Yaun ,shih-k'ai was consider as a dictator, and seek to become an Emperor. “道” was assume as help a tyrant to victimize his subjects. In this essay, I ‘m trying to figure out the 道 as an organization to make the China govern more reasonable. 8th January 1913, Bei-yang Government published a series of act to restrain the power of local government. Most of research consider this as an dictatorship by Bei-yang Governments leader President Yaun ,shih-k'ai who was always trying to be. Somehow it was based on the perspective of Revolution, may ignored the history of China government which always being done. This research attempts to understand the reason behind the Bei-yang Government's restoring of the administrative organization “道” ,which was discontinued in 1912. As President Yaun ,shih-k'ai was widely considered a dictator who sought to establish himself as Emperor, “道” was interpreted as a means for a tyrant to victimize his subjects. In this essay, I will argue that the "道" was designed to make governing in China more reasonable. On January 8th, 1913, Bei-yang Government published a series of acts to restrain the power of local governments. Most researchers consider this an dictatorship attempt by Bei-yang Government leader President Yaun ,shih-k'ai, who was aiming for the throne. This view was mostly based on Revolutionist perspective on history and may lead to incomplete understanding of governing in history of China, which is the issue this research would try to address.
