Summary:碩士 === 國立政治大學 === 圖書資訊學數位碩士在職專班 === 102 === This research aims to study the visually impaired resources and services distribution in public libraries in Taiwan as well as the predicament of operation and management in public libraries. The research refers to the development of the visually impaired services in advanced countries in order to offer concrete proposals for the future library services integration for visually impaired people and for the overall planning of visually specialized libraries. The research adopts sampling questionnaires and in-depth interviews through study of documents and literature reviews which are surrounded by management and operation, visually impaired resources collection, visually impaired information and services, resources integration as well as subsequent analysis and discussion. The research led to the following conclusions. 1.Most visually impaired institutes do not have independent executive agencies, attached to administrative units, lacking professionals. In addition, they do not have specific budget, most of which are deficient in budget. 2.There are insufficient visually impaired resources in public libraries; besides, there is phenomenon of heterogeneous distribution. In addition, the distribution of topic resources is uneven, stressing on arts categories, while there is severe deficient in science categories and reference resources. 3.About the production of visually impaired resources, there are some problems to be settled urgently as the following: not easy to get the soft copy of the publication, the limitation of the authorization, and the file conversation. 4.It is common to see the problems of low utilization ratio in public libraries and visually impaired resources institutes. 5.Concerning the difficulties of impaired resources integration, there are many problems as the incoherency of visually impaired data production, insufficiency of the cooperative willingness, deficient in professionals as well as the systematic technological dimension of copyright laws and personal data protection laws. According to the results of the study, the research offers suggestions for visually specialized libraries and public libraries in order to apply to subsequent research and further study described as the following. 1.About visually specialized libraries (1)To promote the amendment and service standard of visually impaired copyright laws. (2)To integrate and manage the visually impaired resources. (3)To push forward and assist national visually impaired resources and services. 2.About public libraries (1)To enhance recruiting volunteers. (2)To promote the cooperation and exchange among libraries. (3)To endeavor to governmental subsidy or social resources support for the purpose of boosting collection resources. (4)To upgrade the accessibility testing rate of web accessibility. Based on the above conclusion, the research presents the following proposals: 1.Proposals to the potential users The usage rate is low in visually impaired services among public libraries. The subsequent research and further information can be referred to the improvement of visually impaired services in public libraries. 2.Proposals for relevant topics About the current situation of integrated visually impaired resources, there are still difficulties in resources integration. Besides, there are problems of many dimensions. The subsequent research can reach different levels. The research contains an overall application to all kinds of libraries in order for the usage enhancement of visually impaired people as well as subsequent analysis and discussion.
