The negligence in policy-making and the decreasing amount of input have weakened the public health system, showing that China is far from capable of handling emergent events. As an era of globalization looms, all kinds of diseases are spreading rapidly in an unpredictable and destructive form. If a country fails to establish a set of effective emergency mechanism, the crisis will spread rapidly, and will reach a point of no return. SARS, which broke out in 2003, had sufficiently exposed the insufficiency of Mainland China’s general emergency mechanism, and the fragility of her public health system. In a ten-year effort, Mainland China had devoted herself to the establishment and improvement of public health system, as well as made lots of systematic reforms; in dealing with emergent public health incidents, the state has come a long way. This study first looks into the public health emergency management mechanism of countries such as the US, the UK, and Japan, all have central command system, contingency plan, emergency management system for professional fields, legalization basis and so on. The study then examines Mainland China’s numerous problems such as the inconsistency in command, the lack of information transparency, the lack of early warning mechanism in dealing with SARS, as well as the improvement of emergency management in the field of public health afterwards, including the set-up of legal system, the set-up of monitoring and early warning system, the strengthening of public health system, and the maturity of the command management system, and so on, with a view to proving the effect in the recent handling of H7N9. The study then compares the different methods conducted by Mainland China in dealing with SARS and H7N9, as well as their future development. In the end, the study compares the upsides, downsides, and differences between Mainland China’s public health emergency management mechanism with that of the US, the UK, and Japan.
