Which all adopt the a wait and see attitude. The key to improve the utilization of the cloud is important it’s the bottleneck of the grasp SMEs into the cloud. This study proposes are stakeholder theory, first of expert interviews with SME cloud issues and analysis to identify the most concern to all levels of the SME dimension, and finally the two-dimensional quality model analysis. All faced by SMEs when the clouds are most concerned about the factors and considerations. Through the two-dimensional pattern classification of Kano, can target different customer needs, using different ways to meet customer needs. The research results will be able to assist the Government and information industry. Facing SMEs really understand the needs and to develop appropriate cloud environment to enhance SME cloud usage.
