To achieve the purpose, the study first embarked on “literature analyses” to develop the draft indicators. Secondly, the draft indicators were revised through the first time Delphi questionnaire method. Thirdly, the importance of the indicators was preliminary understanding by the second Delphi questionnaire method. Finally, by adopting the third expert Delphi survey method, and respectively using the methods of numbers, the numbers of averages, Kolmogorov-Smirnov one sample test, and Kappa statistical methods to analyze those collected questionnaires in order to confirm the evaluation index and contents and also main indicators. The results of the study are divided into four stages: the preparation and planning, the curriculum design, the curriculum implementation and the evaluation of implementation in the curriculum development process of Seniors University, a total of 16 evaluation items, 37 evaluation indicators (which the 15 are important indicators).
