The Executive Power and the Legislative Power are the two core powers in the democratic system. The performances of the interactions between these two branches would have a critical impact on the government''s policy performance. Therefore, the establishment of a harmonious and smooth communication channel with the Legislative Branch is one of the important works of the Ministry of Nation Defense. The current congressional liaison affair is based on object-oriented and a dedicated division of labor, and there still have room to improve in the overall efficiency and operational performance. The purpose of this study is to use the project management in the Congressional liaison affair and adopt Delphi to construct the project management model suitable for congressional liaison affair by expert opinions, in order to strengthen the existing congressional liaison performance.
