碩士 === 銘傳大學 === 公共事務學系碩士在職專班 === 102 === New Taipei City is a great example for this specific case study, because of its similar district-level and structure changing. This is a research about how we probing the changes of the public opinion mechanism in the district-level government after the district were upgraded into municipality direct-controlled. Through much in-depth research such as consulting the related literatures about the district governance and organizational changes of other counties, discussing the topic of democratic deficit, transaction costs and governance with the officers from New Taipei City, we came out with three main points. 1.After restructuring the system, the democratic responses become more unimpeded, although the democratic representativeness was weakened but we don’t see a significant decrease of it. 2.There are obvious differences between the changes of the public opinion mechanism after reorganizing into the reorganized municipality around New Taipei restructuring. 3.The crew of New Taipei City adopted both traditional and innovational way on the public opinion mechanism to eliminate and compensate for the lack of democratic representativeness phenomenon. I hope that through this research on New Taipei City, we have a better understanding on the public opinion mechanism and hopefully get us prepared for the restructuring of municipalities in Taoyuan County at the end of the year.
