Keeping the railway culture makes the culture more diverse, which represents social responsibility. With the developing tourism industry, the historical significance of the TRA branch lines became the best tool for local government and TRA to develop social diversity. It became more convenient to travel in Taiwan recently, because of the HSR and the way it changes how the passengers travel. TRA actively cooperates with HSR using joint structure model, making up the loss of long-distance transportation revenue. This study uses the Liujia Neiwan Branch Line as the research subject, because the Liujia Neiwan Branch Line had integrated with the HSR. The Neiwan tourism area and the new re-planning district have the best integration of TRA Branch Lines in Taiwan recently. So using the case research to observe the amount of transportation of Liujia Neiwan Branch Line to discuss this line''s operation. In recent years, many researchers have made discussion and improvement plans for each branch, but emphasis on a single aspect. For example, from customer satisfaction, marketing or cultural perspectives. However, the development of TRA Branch Line can''t just depend on a single aspect. It should have many different aspects with logical thinking to find the operating obstacles and import appropriate policies to make the Branch Line sustainable with social values. This study uses the System Dynamic method to investigate the operation of macro perspective on Liujia Neiwan Branch Line. There are three directions of factors that affect the amount of transportation, tourism, commuting, and connective transportation of HSR. Using the Vensim system to construct the Causal Feedback Loop Diagram(CLD)to find the driving factors, which then propose related strategies to change the system behavior, providing the TRA Branch Line an improvement plan. The result showed that the driving factors for tourism, government''s emphasis on tourism, interchange convenience, parking space; the driving factors affecting for HSR, TRA and HSR interchange convenience and Policy Union, traveling time; the driving factors affecting commuting, number of trains, punctuality, accessibility of station, and land efficiency of surrounding.
