The popularity of internet operations can circulate massive flow of information; bring everyone an era non-distance and non-gap of information society. Not only reduce the urban-rural gap but can allocate resources efficiently as well as upgrade working efficiency. It has a huge contribution to improving the social welfare of remote areas and disadvantaged groups. This thesis is mainly took “Personal/Household Digital Gap Survey” from Development and Evaluation Commission of Executive Yuan. Research during 2006-2012, observed continuous 7 years data. Referred Heckman treatment effect model and Propensity score matching method to analyzed long-term phenomenon of Taiwan Broadband and third-generation mobile communications service, and discussed the how using mobile network affect broadband internet in Taiwan. The research result of this thesis is as below: (1)There is “substitution effect” between mobile network and fixed network. (2)The older ages, higher level of education, higher total family income, and women living in the urban areas are more likely to use third-generation mobile communications service. (3)The younger ages, lower level of education, higher total family income, and people living in the urban areas are more likely to use fixed broadband Internet.
