The trading pattern has expanded from regions to worldwide type with the traffic becoming developed and convenient. Over 80% of trading activities are completed by shipping illustrates the importance of ships in trading today. Medium to large shipyards usually manufacture the blocks of ships with production lines. Different production line suits different ship type. Because the container ship occupies the major position of seaborne trade rapidly, the earlier shipyards established for oil tanker and bulk carrier face a not small problem. How to transform themselves to suit the container ship building is the important topic of the earlier medium to large shipyards. The study takes the case of CSBC Corporation Taiwan which is the biggest shipyard in Taiwan and faces the foregoing problem. Use the Delphi method, one of the expert decisions, to collect the opinions of estimating criterions from experts. Verify the consistency of the questionnaires from experts by checking the mode, standard deviation and quartiles. Then use the AHP to compare the weight of estimating criterions and probable solutions. Finally adopt the Expert Choice analysis software to analyze the content questionnaires from experts.
