Government agencies and civil servants are encouraged to put public services online and implement e-document exchange in order to reduce the usage of paper. The Kaohsiung City Government has also developed on line civil service application system to implement the idea of e-service. This research employs Technology Acceptance Model to study the acceptance of on line declaration of examination and repair of fire safety equipment. It is found that most of the survey participants consider the on line application is necessary and it will help the environment by reducing the paper usage. They are willing to continue using the on line application system. It is found that the on line application cut the carbon emission by 105,406.5 kg for less paper usage and by 357,157 for less fuel consumption. Following recommendations are made: 1.Regular maintenance and hardware improvement. 2.Full employment of fire management on line. 3.Collaboration with other city governments.
