On the contrary, elementary teacher training curricula in Taiwan are apparently planned on theoretical courses instead of training courses. Only a few regional governments hold learning programs or training courses of teaching English at elementary schools with the cooperation of local universities. Most regional governments are short of budget and experiences to plan systematically with integration. Through literature reviews we learned that we need more theoretical courses, especially about linguistics and culture issues; while the elementary teachers consider the immediate effectiveness of increasing practical training. Although theoretical courses are the basic step of teaching English in the future, practical experiences must be given precedence over all others in this period of time. In the long term, the integration of theoretical courses and practical training is the best way to train elementary English teachers and also the best solution of training program. After analysis of the study, the conclusions are: professional English teachers in elementary schools are not enough, the training system of English teachers is not completed, and excellent English teachers have their own characteristics. Therfore the recommendations are: government should encourage elementary teachers to study, schools should provide English teachers teaching resources and assistance, government should establish a complete system of English teachers and provide English teachers in remote areas high-quality treatment .
