These SMEs survive in a rapidly changing industry market with flexible and resilient characteristics. Facing the future massive global competition, Taiwan's SMEs are suggested to enhance industrial value by adding high-value and strategic alliances with co-optition. This study first identifies high-value industries via literature review, and then conducts interview and questionnaire survey in high-value firms located in 5 central regions to determine high-value industry key success factors and establish research. The total effective sample is 40. The AHP (Analytical Hierarchy Processing) and Decision Laboratory Analysis are used to obtain the weights and their association. The research outcomes are used to propose strategic alliance plan in line with high-value industry development integration. It can contribute to policy decision in Taiwan's future high-value industry development. The results show that R&D innovation, brand design and marketing play predominant effect to high-value industry. The study proposal, the Government should provide counseling on the need to develop the brand's business and give subsidies; industry and government put forward according to different characteristics of counties advantage.
