This study aims to investigate the across border governance of the Taoyuan Aerotropolis. The development of an airport city not only serves as an index of a country’s development, but is also the portal for promotion of a country’s industry and the portal for economic globalization. Due to the growing complexity of today's social affairs, it would be improper to deal with specific issues by simply dividing up jurisdictional districts based on geographic areas. Therefore, issues related to across border governance are gaining attention.
Taoyuan is currently the fastest growing city in Taiwan. Capitalizing on the sea-air intermodal advantage from its airport, Taipei Port, and Keelung Port, Taoyuan Aerotropolis will be developed into the Gateway of Taiwan and to Asia; it will bring together flows of people, logistics, capital, and information, and map out a new generation of Asia Pacific economic and trade hubs, and an emerging new international city.
Due to globalization and advances in information technology, international affairs among different countries and regions are becoming increasingly complex, and many governance methods have been developed with the concept of “governance” being gradually cited and discussed more by experts. On the concept of across border governance, the development of a metropolitan area goes beyond the scope of the administrative division of the original area, and across border corporation is required of local governments within the area in order to solve the issues that come up. Taoyuan Aerotropolis is located in the core area of the Asia Pacific, and is closely linked to the Northern Taiwan metropolitan area. As for the connection between aerotropolis and metropolis, using the regional development theory as our basis, we are able to study more in-depth the rule of thumb that an international aerotropolis must use a metropolitan area as its hinterland.
Over the past few years, Taoyuan County has undergone tremendous changes in its overall social and economic development. Taoyuan Aerotropolis is the largest national development plan after the Ten Major Infrastructure Projects. Centered around the Taoyuan Airport and the MRT station, a brand new smart, green, ecological, resilient, and international city will be formed. An enterprise zone will be set up to enhance the clustering of high value-added industries, whilst a free economic demonstration zone will be facilitated for the country’s industrial restructuring and upgrading.
As the gateway city of Taiwan, Taoyuan is in a prime location in the international logistics network. As Taoyuan International Airport is located in the heart of the Asia-Pacific network of cities, with extensive land adjacent to the Taipei Port for sea logistics and comprehensive and convenient highway, railway, and MRT networks, the "Taoyuan Aerotropolis plan" needs to be promoted to improve the competitiveness of the Taoyuan Airport, facilitate comprehensive development of Taoyuan, and lead Taiwan’s industrial restructuring and internationalization.
With respect to the cross-border governance of economy and trade, transportation and information in Taoyuan Aerotropolis, the current development status of the country is analyzed. This study uses SWOT analysis to analyze the opportunity, threats, strengths, and weaknesses of Taoyuan Aerotropolis, and proposes development strategies. Finally, reviews and suggestions are made concerning the research results of Taoyuan Aerotropolis’ across border governance.
The airport city project is a turning point for Taiwan's industrial transformation and innovation. Taoyuan Aerotropolis will redefine an advanced city, and become a city which our next generation will be proud of.
