Taiwushan, located on the island, belonged to the military district under Redoubt Fortress Zone Act and was totally banned on traffic, as a result of military control in the past. Nowadays, access control is relaxed , bringing the crowd and vitality into mountains. Why is there such a change? Through literature survey and field visits, the study finds that Taiwushan, heavily fortified as a military heartland during the military administration, is partially open to the public and transfers into a tourist scenic spot welcoming people to visit, by full use of cultural and ecological resources in the mountains and response to local government’s convenience, conservation and tourism policies. This essay will attempt to explore the historical background, the reasons, the transition process and the reflection on social significance of Taiwushan from being controlled to open. Finding out what they think of Taiwushan through interviews with local residents.
