Nowadays, it has become one of the main motives of economic growth and enhancement of people’s living standards, thus contributing to improve effectiveness of natural resources. Electricity industry, therefore, is an important economic-technical industry to ensure infrastructure of a country. In Vietnam, electricity industry has had half a century of formation and development under direct management of the Government until 1995 when it started functioning as a State Corporation. In 2007, Vietnam Electricity Group (EVN) was the first to be established from the basis of a State corporation and member companies. During the past time, HR in Vietnam’s electricity industry has increased both in number and level of training but still has not met requirements of electricity production business regionally and internationally. EVN is in the danger of faster lagging behind the world and the Asean region in terms of productivity and production business effectiveness. On one hand, EVN is assigned with a heavy task to implement National Electricity Development Scheme for the period of 2010-2020, playing key role in ensuring electricity for the country at increasing level of demands. On the other hand, the demand of restructuring electricity industry including the formation of competitive electricity market poses new risks and challenges to EVN. To overcome those challenges and maintain effective operations and meet demands of developing electricity production business , one of the basic and long-term issues is to complete and promote HR development of EVN.
