Recently, SMEs in Taiwan have been limited by technological difficulties, as well as the need to upgrade management and implement other transformations. This dilemma results from wage stagnation and persistent unemployment, and has seriously impacted public consumption and investment confidence. The economic environment in Taiwan is becoming "stuffy", resulting in a bottleneck to economic growth. Faced with this stuffy economic environment, SMEs must identify operating problems and propose response and improvement strategies. This study reviews the literature on economic and industrial development to understand Taiwan’s current situation and future trends as well as general global economic development trends. An in-depth interview was administered to CEOs of SMEs to understand the problems involved in enterprise operation in a stuffy economic environment. This study surveyed experts and consultants (industry, government, academia, counseling and others) and organized interviews and meetings to propose business improvement strategies and policy recommendations for government departments. Various programs and measures proposed in this study are intended to help SMEs survive and identify a new development path.
