It has also further explore its impact to environment under the public-private partnership and development strategy. In this paper, the overall interpretation combined with historical documents, news reports and theses, supplemented by the space analysis of Chien-Cheng Circle, users’ observation and behavior survey and interview to understand the development strategy of the Circle’s transformation and citizens’ experience. The study finds that the “commemorative snacks centre” promoted by the local government has followed the “culture-led urban regeneration” mode and try to transform the Circle into a modern consumption landscape under the packaging of “green living”. This has resulted to a negative impact on the public life. Apart from promoting the core food culture, the operation of the Circle also input the gardening aesthetics and “green living” experience. The structure of the Circle building has made people to feel alienated and not welcome, the decorative greenery and landscape also show that “nature” becomes the justification of the management privatize the Cricle public space. The limitation of space has caused most of the users to come for a short visit, and it has decreased the public for not being able to conduct spontaneous activity. The Circle has thus become a virtual public space lacking of freedom and sharing. On the other hand, the redevelopment of the Circle advocates green living space and has practice its idea to set up a space in line with the nature such as farmers’ market, bird-botanic garden, bikers’ café as a strategy of urban regeneration. The intention of “greenwashing” has fulfilled the imagination of citizens living a low-carbon lifestyles while enjoy the food culture and the aura of authenticity, it has also attracted certain groups of people to achieve its marketing purpose. This has resulted the sense of distance from the citizens and eliminated some of the users and consumers. Other than that, the establishment of partnership between government and private sectors during the Circle’s transformation has resulted to power transmission of the space power and deepen the privatized phenomenon after the Circle’s transformation. The green-living strategy does not only indicate the gentrification of the area in the future, the exclusion under the green cover is not easily noticed. It will further alienate the citizens from the Circle and expose the different values given to the Circle by the professionals and consumers.
