When the lithium battery discharge capacity decreased down to 80% or less, which is not suitable for the electric vehicle to provided power and that lithium battery called secondary lithium battery. The lithium secondary battery is not suitable for an electric car, but is applicable to storage, use or power backup operation very well. In this paper, apply the secondary lithium batteries to peak and off-peak loading shifting of key-customers. According the historical loading data of key-customer to estimated the ratio of suppressed loading with inhibition index by using the secondary lithium batteries discharging. Which secondary lithium batteries charging in off-peak period and discharging in peak period that procedure make the loading shifting. To estimate secondary optimal lithium batteries capacity according the discharging capacity of secondary lithium batteries under inhibition index of key-customer loadings, further , to calculate the fee of reduce carbon by trade 、optimal contract capacity and analysis the minimum electricity fee of year of key-customer.
