Summary: | 碩士 === 佛光大學 === 未來與樂活產業學系 === 102 === In the past, although Yilan has excellent environmental conditions, the transport and the changes of policies have become biggest limitations keeping Yilan from being well-developed due to the limited transportation and the changing policies. In 2006, before the opening of the National Freeway No. 5, the reinforcements brought into quite a profound influence on Yilan; especially after the opening of the National Freeway No. 5, the numbers of people purchasing lands and migrating kept increasing with positive geographical and human conditions suitable for living and investment. Take Sanxing Township for example, nearly one thousand people purchased lands within a few years, causing the considerable impact on the agricultural land prices. We could clearly see several trends according to the sample of respondents. There were 73 men, 26 women, 71 people married, and 28 single people, with the majority aged between 31 to 50 years old accounting for about 67%. It was clear that those who purchased lands in Yilan were not here for retirement.
The study analyzes the factors that influence the changes of the transaction price in the acquisitions of agricultural lands in Yilan. After the opening of the National Freeway No. 5, five significant main factors are transportation, political, economic, environmental and personal factors. In fact, after the opening of the National Freeway No. 5, not only the traffic time was shortened, but other public facilities were enhanced as well, such as drainage and water supply systems, power supply, widely established supermarket shopping districts, and medical facilities, etc, all of which contributing to the quality of life and enhancing the living conditions. No doubt that the traffic is the primary factor.
Moreover, the government also revised the Agricultural Development Act, loosened the conditions for holding agricultural lands, exempted the value added tax, and loosened the acquiring and transferring of the land ownership and domiciled conditions. In this sense, the political factor is an important factor affecting agricultural land transaction prices. From the economic perspective, financial banks also lowered the interest rates for agricultural loans whether owner-occupied or investment. Lower lending rates provided financial support, illustrating that the economic factor plays a key role in the changes of transaction prices of agricultural lands. In addition, the environment and health factors also efficiently drove the increase of the transaction prices. Personal factors cannot be ignored as well. The high housing price in Taipei keeps the young people away. In contrast, with the opening of the National Freeway No. 5, Taipei to Yilan is within an hour by car, which is not yet too far for office workers. Take Sanxing Township for example with the traffic, political, economic, environmental, health, and personal factors mentioned above, we can see from subtle signs that transactions of agricultural lands will be increasingly in demand, and transaction prices will go up accordingly.
However, Yilan County Government has taken several measures of restricting building of agricultural lands to protect agricultural lands from being overdeveloped, influencing the agricultural production and to maintain the beautiful environment of Yilan and play the role of austerity in agricultural land transactions. What will this influence the use and development of agricultural lands in Yilan is worth following.
