Under the shadow of 9/11 attacks and SARS, people around the world desire to find ways to get maximum security under the uncertainty of risk. Since the disaster of 9/11 terrorist attacks, security management has become a highly regarded subject in the United States, Japan, South Korea and Taiwan. The SARS outbreak in 2003 also enables governments to face the influence of community and look forward to combining with spontaneous, independent, and autonomous culture of community, in order to promote the security and welfare of the community. The goal of the international Safe Community certification developed by the World Health Organization is to encourage the residents of the community to carry out safety promotion plans spontaneously. It is expected to improve the quality of human and environment safety and prevent the occurrence of injuries, violence, suicide and natural disasters at the same time. Based on the above reasons, this study adopts literature analysis and in-depth interviews to analyze the data of the Safe Community concept and its practice. It also investigates the community development and Safe Community certification in Touchen town from security management perspective. Results of this study are as follows: (1) Community injury surveillance can contribute to an effective safety promotion program. (2) Good interpersonal relationships is a key factor for Touchen Safe Community resource integration. (3) Public servants with promotion enthusiasm are often found to pass the buck because of busy routine works. (4) The eight factors for successful certification is a good example for Safe Communities promotion. (5) Organization with sound mind will overcome the difficulty and
challenge, leading to a better prospect for the future. (6) The professional evaluation of Safe Communities is approved from community security management perspective.
