From viewing it as merely a commodity, the supply of drinking water has become one of the key indicators to gauge the effectiveness of the government to serve its people. The ability to strike a balance between necessities of life, public finance and operations is the core value of the entire water utilities reform. Faced with re-organization in the Central Government, this study seeks to determine first and foremost how state-owned enterprises, as an agent of the government, can make the necessary adjustments to adapt to the reforms. Secondly, water utilities which is of high policy importance, is susceptible to political influences. There is a need to understand how the current model of public-private partnership by central and local governments affects performances, create difficulties and conflict, and to analyse how a revamp in the domestic water sector will affect the effectiveness and efficiency of water operations. Understanding these factors will assist in clarifying the legitimacy and appropriateness of the Central and local governments in managing water and towards exploring the best business operating model to achieve the ultimate goal of social welfare and sustainable water management. This study is done through the collection of secondary data commissioned by the central authority for the water utility business model. There are in-depth interviews from heads of agencies, high level officials from the community and public service academics.The revamp of the water sector and future direction of water policy will be derived from public choice theory, transaction cost theory, agency theory, holistic business strategy and economies of scale. The study found that the direction of reform is that water utility should operate as a public enterprise and it would have more development potential if it is managed as a private company. Commercial purposes and policy mission should be separated during operating. Water utilities have the characteristic of People First. If the relevant conditions fit our demands, the local governments can also operate water utilities. The long term goal is to move towards an integration of the domestic water utilities.
