The solid foundation is based on countless efforts and dedications from the predecessors for more than six decades. However, this foundation was shaken since it has been in financial deficit in recent years. This condition shocked the silent grassroots employees, thus affecting employee engagement and organizational citizenship behavior of employees. This study is focused on the employee behavior under continuance commitment, including the influence of employee engagement, continuance commitment to organizational citizenship behavior. Literature analysis and questionnaire survey were utilized to explore the questions of the research framework. A survey of 400 questionnaires which was conducted in this research rendered the valid response at an effective rate of 95.5% from the 382 interviewees. The correlation and causation between the three variables were analyzed by the methods of descriptive statistics, t-test, ANOVA analysis, Pearson correlation analysis, regression analysis and mediating effect analysis to better understand the relationship between the employee engagement, the continuance commitment and the organizational citizenship behavior of Taipower staff. The results showed: 1. The differences in employee engagement influence employees' organizational citizenship behavior. 2. The employees' continuance commitment influences the organizational citizenship behavior. 3. Different employee engagement influences the organizational citizenship behavior by continuance commitment. 4. Different ages, education, positions, jobs, workplaces, work patterns, seniority and work areas lead to difference in employee engagement and continuance commitment. The results of this research provide some management suggestions: Creating satisfactory questionnaires survey from Taipower employees, encouraging the Staff Morale and, strategy behavior in HR and strengthening the mediation variable of continuance commitment in order to enhance the organizational citizenship behavior of Taiwan Power Company.
