Open innovation which emphasizes the integration of internal and external resources in an organization has brought about a new perspective in technological developments. This study discusses R&;D performance from two different scopes. First, in order to promote and ensure the performance of the open innovation, an assessment framework and the evaluation indicators are required. This study extracted dimensions from literatures and propose knowledge operation is an important element as well as knowledge exploitation and exploration in open innovation practice. After compiling opinions from both academic researchers and business experts and flowed into hierarchy analysis, “non-R&;D employee involvement” was the most significant. The developed indicators were conducted in a survey to nine industrial parks and one science park to verify the reliability of assessment. The results reflected that the middle size company which has capability and awareness in open innovation usually falls into lower performance than they expected. Second, in order to explore how the research collaboration contributes to the development of technology, we took the lens of social network to examine the role and position of collaboration research network which enhance the knowledge exploitation and exploration. This study then examined 963 collaborative research plans on a telecommunication project from 1998 to 2008 to propose that an organization’s technological capacity is highly related to its network position We found that geographic location of an organization seems to have little effect on network formation. An organization that acts as a liaison in a collaboration network would be more easily to gain funding support. Moreover, an organization performs better while it takes active approach to collaboration. The collaborative researches in universities are more academic oriented. Transforming research papers into commercial patents does appear to justify more attention from researchers. An established social network would be useful for measurement when studies are focusing on research collaboration.
