Appropriate distribution of hospital facilities not only can increase people’s life convenience but also can provide people a better medical treatment in time. The goals of Health Care Plan executed by the Ministry of Health and Welfare have solved the balanced development of the medical resource, healthcare quality and the safety of patients to right everyone’s healthcare resource. It has been promoted for many years. People’s medical treatment has been obviously increased recently. However, it is lack of the consideration of appropriate distribution of hospital facilities. Even the Sixth Health Care Pilot Project, in promoting the new generation health, is solving the resource distribution problem. It has not dealt with the appropriate distribution problem between facilities and people’s demands. The distance is an important factor of hospital facilities’ urgent, because it concerns the time. Time concerns a rescue efficient. Therefore, in this research the distance factor interpreted by the time of rescue and the highest speed of the roads is consider to calculate the service distance. Both Euclidean distance and network distance are used to analyze the healthcare service region. In addition, hospital facilities’ capacity is limited because the number of hospital bed numbers and healthcare professionals are restricted. To keep the healthcare quality in a good condition, this research also considers the facility’s capacity to deal with whether the facilities can serve the nearby population or not. GIS software is used to conduct the experimental research. It can not only input a factor of distance to software, but also can use network distance to analyze the problem of distribution. By using the integration of MCLP model, Dijkstra algorithm and considering the capacity of facilities, the location-allocation problem of hospital facilities of old Taichung city is resolved and possible location-allocation alternatives are identified.
