With limited educational resources, the effective use of resources is a subject education authorities must focus on. Ongoing educational evaluation that methods often are biased towards objective evaluation; the lack of substantive assessment data which makes it difficult to identify the real causes of educational inefficiency. Through the data envelopment analysis evaluation model, this study establishes the input and output items necessary to evaluate school performance. The input items are campus land area and faculty number; the output items are the number of classes and the number of graduate students. This study analyzes the data from the 99th, 100th, and 101st academic year of twelve municipal middle schools in Hsinchu City.
The evaluation results of this study are as follows:
1.The overall efficiency value of the 99 to 101 academic year fluctuates. The reason why the overall efficiency is less than 100% is because of the lower pure technical efficiency or scale efficiency.
2.In the 99th academic year, five schools were classified as in the stage of of constant returns to scale, but that number was reduced to two in the 100th and 101st academic year. Schools that reached constant returns to scale for three consecutive years, represent 16.7% of all schools evaluated.
3.Through BCC model analysis, it is established that school land area and the number of graduate students are the input and output items respectively. That needs to be done in order to improve school performance.
4.Regarding to sensitivity analysis, the number of faculty and the number of classes are the sensitive measures of the evaluation of Hsinchu Municipal Junior High Schools.
