At present, many elementary schools have artistic associations, which have the function of learning and leisure. The mode of leisure constraints and factors of this kind of students therefore should be different with the general students. In addition, for such a small population, the general statistical method may be difficult to obtain reliable data indicators. In this paper, the concept of decision-making system is used to explore the leisure behavior of students and parents of an elementary school saxophone ensemble. The main issues including whether what factors that have a relatively large impact? And are there factors which will constitute the main reason for their leisure constraints? In this study, both the Analytic Hierarchy Process (AHP) and Fuzzy Analytic Hierarchy Process (FAHP) are used as research tools to consider the uncertainty of thinking when people fill out the questionnaire. Based on the Hierarchical model of leisure constraints and related literature survey, there are three kinds of leisure constraints been considered in this paper, including intrapersonal constraints, interpersonal constraints, and structural constraints? And a total of 21 leisure constraint factors are established. In addition, a total of 49 leisure activities are presented to investigate the leisure behaviors of the children and parents. Based on the evaluation criteria and factors, a FAHP questionnaire is established. Both the parents and students are then filling out this questionnaire. From the results, the more important leisure constraint factors could be identified, and the differences between parents and students are discussed. Based on questionnaires and analysis, the following conclusions are obtained: First, for the survey of leisure activities, it is found that after investigation, the leisure activities of parents are mainly belonging to entertainment and social class. The leisure activities of children are evenly distributed in all types, but the entertainment class is the most important. Second, for the survey of leisure constraints, the intrapersonal constraints are considered as the main reason for leisure constraints for both the parents and children. For each evaluation factors, in the part of the parents or the children part, the main factor is to consider whether the project activities are recognized for their families. Especially for children, the importance of this factor is more obvious. Third, the AHP and FAHP analysis are both discussed in this study, it is found that the main function of FAHP is the fuzzied process will alleviate the differences between different projects, making the result values are to be adjusted toward the median values. Fourth, for special populations smaller number of samples (with saxophone ensemble for example), it is found in the research that using expert questionnaire and AHP and FAHP, this method can indeed fill out the questionnaire's opinion effectively and then can be applied to the analysis of small sample populations comments.
