| Summary: | 博士 === 中央警察大學 === 犯罪防治研究所 === 102 === A “community” is the most basic unit of society construction. Thus, peoples’ primary impression mostly comes from the safety of communities. As a result, the issue of community policing is more of a critical norm for the public supervision to governmental administration rather than just a problem derived from crimes. Thanks to the society transformation, public participation, and the rise-up of communal consciousness, enhancing current community policing management network is undoubtedly the top priority for the government when developing security strategies. Therefore, the research studies the five benchmark communities selected by Ministry of the Interior, and takes documentary analysis, in-depth interviews and documentary analysis as measures to probe into the theoretical foundation and implement status of community policing protection, analyze the weight of factors about community policing protection network, and investigate the process and experience of policing network establishment. The results can serve as the reference for the communities to do self-evaluation and establish security protection network, thus fulfill the ultimate goal of “policing communization.”
Thus, the research firstly collects and analyzes domestic and overseas relevant empirical researches and documents on community policing, and discovers that the awakening of security consciousness from the communal general public possesses the dominant influence on community policing, for it promotes the responsibilities and obligations of the citizens (Citizenship Protection Network). Second, voluntary assistance from civil groups and communal volunteers also plays a significant role on the self-protection of community policing (Civil Group Protection Network). Moreover, the practical effect of law enforcement and crime prevention promotion gradually reduces the crime rate (Police enforcement protection network). Last but not the least, integral communal environmental design and the installation of hardware-and-software technological equipment within constructions are also the critical elements for protecting community policing (Constructions Equipment Protection Network).
Based on the results, the research comes up with the integral governance of establishing community policing network as follows:
1. Establish community policing network, fulfill community policing performance evaluation
2. Strengthen constructions environmental equipment, promote communal self-defense function
3. Improve citizenship participation in community policing governance, internalize the cultivation of communal consciousness
4. Convince communities of founding voluntary civil groups, promote public participation incentive
5. Combine civil groups with strategic alliance, reduce communal criminal victimization risk
6. Form community security committee, establish cooperative management platform mechanism
7. Apply household check to build up police-citizen relationship, enhance interactive communication channels
8. Foster third-party policing, set up mature security network
9. Connect security network establishment process, achieve the goal of security communization
