However, crimes like human trafficking have become increasingly rampant in Taiwan due to this policy. Therefore, this research aimed to (1) Getting deeper understanding about the latest situation of human trafficking in Taiwan; (2) Analyzing the cause of exploitation against human trafficking victims through the Taiwan Taoyuan District Court’s verdicts; (3) Understanding about the motivation of offenders conducting human trafficking crimes. Expected for studying numerous documents related to human trafficking, this research majorly utilized the qualitative research methods, purposive sampling methods, semi-structured interview, and in-depth interview to interview ten people who were deeply familiar with this issue. And the findings were: (1) In Taoyuan County, offenders of labor exploitation are less likely to be prosecuted compared to those of sexual exploitation; (2) Human trafficking victims are more likely to become ‘‘suitable target’’ due to the continual vulnerabilities happening to them; (3) ‘‘the absence of a capable guardian’’ is one of the major cause of the happening of human trafficking cases; (4) Employers are more likely to become a ‘‘likely offender’’ who conduct human trafficking cases; (5) The offenders conducting human trafficking cases would consider the ‘‘Cost Interest’’ and then decide whether to conduct such crimes or not. And offenders would get benefits when conducting crimes; (6) Punishment against offenders conducting human trafficking cases is not strict enough to prevent those cases from happening; (7) Because numerous police officers responsible for investigating human trafficking cases are not familiar with the Human Trafficking Prevention Act, they are less likely to collect relevant and suitable evidence; (8) Although using the interpreters is helpful for judicial officials to make statement, judicial officials still need to consider the specialty of interpreters; This research had the following constructive suggestions: (1) Taiwan’s authorities concerned can use ‘‘Community Policing’’ to prevent human trafficking crimes from happening; (2) Use all-source strategies to minimize offenders’ benefits and maximize their costs when conducting such crimes; (3) Prosecutors responsible for investigating human trafficking cases need to take the initiative to response and dispatch those cases; (4) Use ‘‘all-source resource’’ and ‘‘partnership’’ strategy to protect victims’ human right; (5) Clearly enact the procedure of reconciliation about human trafficking cases; (6) Clearly enact ‘‘the mechanism about adjuster’’ between employers and employee when they sign contracts.
