The majority of bike commuters are the students under the age of 18 years. However, the past study indicates that those bicycle drivers under the age of 18 years are lack of the well understanding of traffic rules and the proficiency in riding skills. Though a lot of junior high schools and elementary schools have implemented the cycling proficiency test for those who want to ride a bike to school, most schools’cycling proficiency test system are not good enough to verify whether the students have the sufficient abilities to ride a bicycle safely or not. In order to improve the cycling proficiency test system, this study aims to create a good cyclin proficiency test question bank and set up the framework for designing the cycling proficiency test. Through a fine test, teachers can find out the potential problems of students’cycling safety knowledge. Furthermore, teachers can obtain the right direction in strengthening students’cycling proficiency skills and cycling safety knowledge. According to the result of this study, it shows that students’cycling safety knowledge is not sufficient for safe riding. The result also indicates the importance of establishing sound cycling proficiency test. With a sound cycling proficiencytest,we can identify the “blind spot” in students’cognition of cycling safety. Therefore, this study aims to present the excellent principles for building a good cycling proficiency test question bank and the efficient way in forming a cycling proficiency test. This study expects to increase students’cycling safety knowledge, and let them know their moral responsibility in traffic safety to reduce accident risk.
