In the course of economic development, will also continue to pursue a dynamic balance, adjusted to adapt to the environment. At present the service project of domestic Irrigation Association is a wide range and members have many, it is necessary to establish a complete service quality indicators and strategic development, will provide water conservancy work planning and decision-making time of application and reference. Therefore, this study focus on an Irrigation Association of member service items, through a literature review summarized PZB five major dimensions, and then integrate expert conference of result to construct of Service Quality Index Scale, and used IPA analysis to develop an IA’s Service Strategy. According to the study outcome shows that service contents that the IA that improve focus there are 4 include (1) The rules and regulations established by Irrigation Association are clear and appropriate, (2) During periods of drought, IA can allocate water resources appropriately, (3) Implement disaster prevention operations in a timely manner, and (4) Workstation has specialized personnel who handle the complaints and dissatisfaction during office visits. When considering an Irrigation Association resources will be limited circumstances, this study recommends that following 4 of Possible Overkill should shift a part of the resources used here to the above-mentioned service contents of improve focus include (1) Workstation environment cleanliness and looking good, (2) Workstation has enough parking spaces, (3) When business trip, if not the business items of that unit, personnel from that unit can lead one to the correct unit to undertake the required business, and (4) Providing tea service.
