Rural farm living condition is harsh and can be challenging. This is due to the rural land is unstructured and not properly planned to meet the demand of the rural farmers. According to the Taiwanese government, an announcement is made on 1987 that the Taiwanese rural farm will undergo re-planning and restructuring to improve the living standard of the rural famers. A policy is made to improve the roads and community facilities to support with the local community development. Rebuilding better quality farm houses, increase community awareness, landscaping and environmental concerns, increases the living standard of the rural farmers and bringing out the potential of rural development. The policy that was proposed was executed as a recommendation but not as an actual legislation. According to the (central legislation number 5) anything that is related to a citizen of Taiwan, the rights and duties of a citizen need to be dealt with in the court of Taiwanese law. In 2000 Jan 26, president of Taiwan announced policy for the resident sponsored rural community land readjustment and in 2002 a detail of the policy was introduced. In 2003, guideline, application and questionnaire for rural famers and a basic legislation for resident sponsored rural community land readjustment is established. For example of Hsinchu county, so far there are 13 cases of application which 12 of them is from private rural farmer and one case of government related. 7 of these application is approved compare to other county, Hsinchu had the most applicant approved. What we can achieve from the proposed study? By using resident sponsored rural community land readjustment in Hsinchu County as research subject. We utilized 3 different methods in our analysis, the analysis of pass or similar case study, visiting and interviewing concern parties and also survey from questionnaire. The result of the analysis were: The government regulations and policy was not properly introduced to people, issues of choosing the areas for land readjustment, proportional of the land required for public facilities in readjustment land, the land value before and after the land readjustment. All the above issues will affect the development of rural community land readjustment. Thus, the recommendation for rural community land readjustment would be to reduce the percentage of Building coverage ratio and Volume rate. Public facilities should be adjusted to meet the demands of the community. Environmental and community facility levies should imposed on the community once the rural land readjustment project is completed, with funding from the community it can accelerate and improve the development of resident sponsored rural community land readjustment.
