Combined the advices from related persons, this study found out policy results and factors to influence implementation, and learn the possible drawbacks of the policy by demonstration analysis to provide suggestions. The main objectives of this research are studying the affect of research and development substitute servants to organization commitment, and offering the results and recommendations based on the final investigation to related companies and Ministry of the Interior for application and reference. The findings include: 1. The goal of policy is clear to cultivate talents for helping enterprises recruit excellent and stable human resource. 2. The advantages and disadvantages account for half and half for implementing the policy. 3. Comprehensive educational training raises three commitments: value, effort, and position retaining. 4. Anticipate the government and enterprises to provide comprehensive complimentary measures to improve the position retaining and coherence. The suggestions are: 1. To government: 1.1. In addition to avoid cheating, stronger the attitude of substitute servants 1.2. Add comprehensive measures or withdraw mechanism such as short-term work or training. Before substitute servants apply, they can have internships in ideal enterprises so both employer and employee have more understanding. 2. To enterprise: 2.1. Provide a comprehensive educational and professional training 2.2. Professional scope does not limit how to create revenue, but how to increase the professional ability in related industry, to make the enterprise more competitive. 2.3. Enhance the caring and organization spirit 3. To substitute servants: 3.1. Express more about the ideal work environments and work context when having the first interview to meet the job you like 3.2. Understand the policy and reinforce the work attitude 3.3.
