Some studies have suggested the game makers can combine game-playing and knowledge-learning to develop games to balance the entertainment and education in the learning process. So learners will make sense of education when they are playing these kinds of games. They also will learn easily when their learning process is interesting. According to the studies, games with learning can increase learner's understanding of the learning content and remember it for a longer time. It is estimated that Role-Playing Game is the most popular type of games. Language learning especially is the main field that applied this kind of learning model. In 1999, Summer Institution of Linguistics released a statistical report shows that the population of learning Japanese as first language is ninth in rank of the world. On June 2010, Japanese is fourth in rank of the Internet language usage, after English, Chinese and Spanish. Therefore this study used RPG Maker to build a game system for learning Japanese. In this study it used RPG Maker VX Ace edition. In the game, there are two cities: 50 Phonics City and Fifth City. It stimulates learner’s interesting step by step when they are playing this game in different situation and learner can get immediately correction and feedback by trial and error. These game cities were created to help learner, who never learned Japanese, memories and enhance their thinking abilities. After completing this game, user's Japanese language ability can get the fifth grade certification of Japanese Language Proficiency Test level.
