They are all created by farmers centuries ago for the purpose of agriculture irrigation. Unfortunately, the numbers of ponds are continuously decreasing, in recent years, and their covering areas are also shrinking. This study aims to establish a complete set of ponds operating performance evaluation model to assess operational performance of the various category ponds. First, to establish general evaluation criteria in accordance with the conditions inherent in the various ponds, and identify the most appropriate evaluation indicators through proper selection. Then, study target ponds are classified to and assigned with various categories of functions for execution using Cluster Analysis based on selected evaluation indicators. Using Correspondence Analysis to verify the relationship between different ponds categories and attributes. Moreover, using Multiple Correspondence Analysis to display the relationship between the various pond categories and their unique characteristic of each pond category by two-dimensional perception mapping. Finally, Data Envelopment Analysis (DEA) model is applied to research the operational efficiency of the various pond categories. According to the results of operational efficiency of different categories, we present the improvement recommendations and directions for inefficient pond categories. In this study, we studied the 55 ponds infused from the first to fourth branch channels of Taoyuan irrigation channels as our study objectives to verify the feasibility and correctness of the proposed ponds performance evaluation model. The results from our study demonstrate, firstly, the Farm Ponds category: the reasons of inefficiency, mainly from not being scale efficiency, and are producing under less optimal production scale. It should be strengthened by the adjustment of maintenance expenses and the application and of water, and to improve water quality conditions, the removal of original pollution sites as a performance goal to improve operational efficiency and strengthen competitiveness. Secondly, the Non-farm Water Supply pond category: ponds overall production inefficiencies caused from the ponds in the state of less optimal production scale production, the operational efficiency could be improved if increased pond maintain expenses improved water cover area (or reduced waste ponds area ratio) plus proper management and control of water. Thirdly, Eco-pond category: the inefficiency reasons are caused from ineffective resource allocations and in the state of increasing scale returns. It needs adequate funding to maintain ponds irrigation canals, water control strategy and implementation on improvement to the performance of bio-diversity and flood detention drainage. Fourthly, Flood-detention pond category: ponds overall production inefficiencies reasons, mainly because of ponds in the state of less than optimal production scale production, the demands for high implementation over increasing the input of water maintain funds and improving pondwater cover area (or decreasing waste ponds area ratio), as well as proper management and control of water, will be able to enhance the operational efficiency of water ponds. The results of this study provide different directions of thinking for improving the operation and management of ponds, and even the government's regional tourism development policy.
