The overall development of the medical industry towards niche markets gradually and it has become saturated since many new competitors are joining the industry. Thus, hospitals have begun to adopt electronic techologies to improve workflow, enhance medical efficiency and quality, as well as hospital management performance. Thus, how to successfully implement information systems is a major issue to reduce user resistance. This study aims to investigate whether Individual Resistance will affect Group Resistance; whether Individual Resistance will affect Organizational Conflict; whether Group Resistance will affect Organizational Conflict; whether Openness, Conscientiousness, Extraversion, Agreeableness, Neuroticism will moderate the relationship between Individual Resistance and Organizational Conflict; and whether Department Culture will moderate the relationship between Group Resistance and Organizational Conflict. In this study, a total of 156 questionnaires were collected, and using SPSS 20 and PLS 2.0 as data analysis tools, and the structural equation model technique was utilized to verify the path relationships in the proposed research framework. The results found that Individual Resistance significantly affect Group Resistance; Individual Resistance significantly affect Organizational Conflict; Openness significantly moderate the relationship between Individual Resistance and Organizational Conflict; and Department Culture negatively moderate the relationship between Group Resistance and Organizational Conflict.
