Enterprises have marched into this field and brought consequent changes to their original operating procedures. Modification and adjustment to the existing IT governance system are necessary for relevant Cloud application. This study is based on the latest framework of the COBIT 5 issued by the ISACA in 2012 to create a mechanism for the IT governance of Cloud. This research, in literature, explores possible issues which are figured out by related organizations of various countries and which result from the absence of a proper governing system of Cloud. Listing the issues and looking into different Cloud governance and standards, thus, is conducive to the establishment of a mechanism for Cloud. Literature, however, may not be reflective adequately of the situation in real world. This is why two surveys were conducted to professionals for the modification of the mechanism, in accordance with the Delphi method for validity and consistency. There are five dimensions and ninety two items of an adjusted IT governance system of Cloud based on the COBIT 5 in this research. Empirical analysis of the case study of a company speaks to the feasibility of this study, in hopes to assist in the IT governance and modification of enterprises which apply Cloud to complete and attain their corporate strategies and goals.
