Many countries are applying various kinds of social welfare policies for promoting the birth rate. Among several policies, child care and parental leave are believed to be effective in increasing birth rate.
The purpose of this research is to explore the effectiveness of parental leave, under the Act of Gender Equality, and the reinstatement of jobs for the applicants. This research targets employees from private enterprises, in northern Taiwan, who have applied for parental leave. There were 280 questionnaires distributed and 161 received, while only 144 questionnaires were considered as valid ones. Based on the analysis, the author concludes that:
1. The opinions from the closest friends or relatives have strong influences on applicants’ willingness to apply for the parental leave.
2. Applicants’ economic situation is crucial factor in the decision of applying for parental leave.
3. Raising children personally is the major reason to parental-leave applicants.
4. Retention allowances show low encouraging effects to the applicants of parental leave.
5. Most parental-leave applicants show positive attitudes to the policy.
6. Parental-leave applicants’ reinstatement is considered favorable.
