According to the data, population aging is a global phenomenon and has been brought to attention to international organizations. Thus, they have proposed relevant announcements and policy statements mainly aimed at empowerment and improving the environment for the elderly. This is in response to physical and mental health and social participation needs. Through analysis it was found that when considering the time course factor, personal enhancement and troubleshooting is effective in stages and that it does not allow continuous integration of the elderly into society from a static support perspective. The third chapter of this paper provides examples of policy options for the issue of aging in countries with developed and advanced information communication. It was observed that the policy of ubicomp is a common trend generated by the intersecting times between the information society and the aging issue. Therefore this paper, according to the context, explores the overall concept of ubicomp and tries to link the conversion process of the traditional concept of disability. Regardless of whether it is a physical disability or aging, both are common experiences everyone will encounter. The general consensus is to direct the personal responsibility of a disability towards a social responsibility, and the same is seen in the case of the aging issue. And the ubiquitous computing can be seen as an extension of a universal design. With the current techonological development, many technologies are being used in our lives that may not be the latest development but are slowly maturing. Trend prediction from the experts and the actual appearance of the products can all be imagined for the future. The specific use of ubiquitous computing will be integrated into society to create value. In addition to imagining the whole society, this paper proposes analysis for the problem of supporting the elderly and the mutual demand based on the plan by Time Bank. Further, the aforementioned use of information technology is proposed, and can specifically expand the sphere of influence of Time Bank to a certain size and generate value. In conclusion, an analysis and suggestion is provided for the issue of information and communication development and aging in our country.
