In this study, we used control theory to analyze the effect of IV&;V mechanism on project performance. Furthermore, we also find some factor will moderate the effect between IV&;V mechanism to the project performance. We use case study form Taiwan government which called Taxation Reform Information system project. We use In-depth interview to gathering data which is from project stakeholders and using content analysis to analyze it. The result indicates that there are no significant benefits that IV&;V will increase the project performance but IV&;V will increase the cost of project time to communication. We also find there are two factors will moderate the effect of IV&;V mechanism on project performance. Our contribution is using the new way to analyze the IV&;V in software project and find that requirement volatility; shared understanding will influence the relationship between IV&;V and project performance.
