The quality of government services to the Department of the elements of democratic society, government services, full-service "innovation" and "continuous improvement into the" innovation and integration services actively as comprehensive jumped to promote the quality of public service. Service blueprint is a correct picture of the pattern or map of the service system, like a factory job flowchart; the service blueprint drawn, to view the process of service output, contribute to the improvement of the service system and management; service personnel also allow clear to understand their contribution to the overall service quality of the work in the role of the overall service system, and its performance, as well as the impact on customer satisfaction; and the voice of the customer service process (demand) is converted to a product or service quality function, process improvement and management, and service innovation. This study is a case study "of the use of radio frequency fee annual levy operating procedures and other relevant norms, supervision and management policy trends and how innovative services, and how to apply quality management to improve workflow literature collection and analysis, and depicted and to establish a blueprint through service from the practical point of view, and by qualitative research methods to understand the relevant units within National Communications Commission, related domestic industries, institutions and the public to be assessed in the work flow of comments and suggestions, analysis, and proposed study conclusions and recommendations accordingly to provide innovative services of the NCC recommendations to improve the service performance, service quality, and provide the direction of its future development, as National Communications Commission to develop Republic Of China's radio frequency usage fees reference of the annual levy of job flow management policies.
