The objectives are to: (1) establish the current status and difference in elementary school teachers'' attitude to TEPD; (2) explore the current status and differences in elementary school culture; (3) analyze the relationship between elementary school teachers'' attitude to TEPD and school culture; (4) analyze elementary school teachers'' attitude to TEPD as a predictor of school culture (5) provide specific recommendations based on the results of this study for the promotion of TEPD and development of a quality school culture by educational authorities and in public elementary schools. To achieve the above objectives, the questionnaire survey method was used by this study with teachers at public elementary schools in Yunlin County as the subject. The "Survey on Elementary School Teachers'' Attitude to TEPD and School Culture: was compiled by the researcher and 488 copies distributed. 452 valid responses were collected for an effective response rate of 97.2%. Data analysis made use of statistical techniques such as mean, standard deviation, t-test, one way analysis of variance (ANOVA), Scheffe''s post hoc comparison and product-moment correlation stepwise multiple regression. The following conclusions were reached: 1. School teachers at public elementary schools in Yunlin County had an above average perception in terms of attitude to TEPD. "Application of evaluation results" and "Purpose of evaluation" dimensions. 2. Those with an above average perception of the current school culture at public elementary schools in Yunlin County tended to identify with "development culture". 3. Significant differences existed in the teachers'' attitudes to TEPD on the whole and in each dimension based on their role and participation. 4. Significant differences existed in teachers'' perception of school culture based on their role and participation. 5. The more that teachers in Yunlin County public elementary schools identified with the TEPD, the better their perception of the school culture was. 6. On how well teachers at Yunlin County public elementary schools'' attitude to TEPD predicted the overall school culture, the best predictor was "collection of information for evaluation".
