A comprehensive analysis of course needs and context would be available for future planning of HAZMAT response units and personnel training. In this research, a questionnaire survey was utilized toward chemical operation and HAZMAT response personnel in various industries, government and academic institutions in the Central Taiwan. Total numbers of 340 surveys were send and 217 valid samples were retrieved with a yield of effective return rate of 64%. This research could reach the findings as follows: 1. The training needs were identified as the highest on “technical” and “operation” levels, followed by “commander” and “awareness” levels, and last for “liaison officer” level. 2. Those dimensions on training needs, objectives, course contents and evaluation were not different by surveyors’ company operation and personal background. Those who encountered HAZMAT incident showed much higher recognition on training needs and others. 3. The survey results indicated that the training objectives were different for different genders, the course contents were differed by those with different responsibilities, and the outcome assessment were acquired by those with graduate degrees.
