Few methods discussed for playback buffer size. It almost set a default value without quality of transmission over the internet. We consider how to design a suitable method of distributed frame and selected peer and then it allocate user’s playback buffer size and initial startup delay. It can be small to request buffer size, short wait time and smooth to playback. Based on IVFD, we reference advantage of interactive VCR operation to distribute video frame with different weight. Frame providers are unequal to distribute by different weight. We consider the position and load of the peer to turn into the cost of network topology and then we choose the minimum deviation of a group of propagation delay time for parent peer. It will achieve the minimum playback buffer size and the shortest initial startup latency. Finally, the simulation results reveal that the proposed scheme has a great performance in decreasing.
