However, prison has immediately become the focus of public attention and revealed the mysterious veil of its own since Former President Chen Shui-bian began serving his prison sentence at Taipei Prison. There are some issues raising a few eyebrows among the public, such as the prison life of inmates, rehabilitation and treatment, prison space for anyone sentenced, the medical rights of inmates and so on. In 2011, the government established Agency of Corrections, Ministry of Justice which is mainly responsible for monitoring correctional systems, expecting to integrate correctional resources, continuing to promote prison reform. The main purpose of this study is to explore how our nation’s investment in correctional education influenced the effectiveness of corrections in the past. This study uses the recidivism rate of new prisoners as a measurement of the effectiveness of correctional education. Correctional education resources include administration cost, educational manpower, capacity, skills training and prison industry. Also, on treatment measures have an impact on correctional educational as well, and controlling unemployment rate and arrestment rate. The data of domestic prisons and their respective cells during the period from 2007 to 2011 is used as our study principle for regression analysis. Empirical results show that increasing resources on correctional education has a significant impact on its effectiveness, of which basic resources including administrative cost, educational manpower and capacity has a positive correlation to the effectiveness of correctional education. Treatment measures including prison industry and parole on correctional education, only a positive correlation with parole is supported. Finally, this study will make recommendations according to our analysis, and would act as a reference to the related government departments while working out policies regarding correctional education.
