When capital and producing technologies are easy to obtain, the more companies want to continuously maintain a competitive advantage, the more they will tend to train and improve the technological capacity of the company’s organization. The company gradually point to improve employees’ quality instead of quantity. That is why employee becomes more and more important factor of an industrial company to lead in order to achieve their strategic objective. When the company encountered business operating and achievement problems, the company organization will held on all kinds of training classes in order to improve employees’ ability, skills and working performance. These procedures seem look reasonable but actually there are still some problems. Although training can help to build a personal ability, but a group of excellent employees cannot surely transform into an efficient organization. How to transfer a personal ability into full organization’s ability become an important task of HRD. This case study of human resource developing strategy came up with the results of literature review and in-depth interviews. According to the results of study , the case company which using HRD system has some restrictions that all processes should be made through depth-interviews and records to amend which costs a lot of time and manpower.
