Armed Forces Streamlining Program, and “Jingtsui Program”, the R.O.C. Armed Forces Reform Program, accordingly to cut down its size and to reform its organization since 1997. The main purpose of the reformation is to streamline the organization and construct a new defense system based on the principle of uniformity between power and responsibility and work specialization to cope with military threats from P.R.C. Organizational transformation is accompanied by the cutting of human resource, flat organization, and the changes of the career. It’s a huge impact to all its members. Meanwhile, there are several factors to affect the entities of the organization, such as peaceful trend between the Taiwan Strait, and the changes of national politics, economy, defense policy and the value of democracy society. These factors will affect the morale of the members and have influences on their workload, efficiency, and loyalty. Also, it will have impact on their working attitude and the organizational identity. The research investigates volunteer personnel of the R.O.C. Armed Forces by questionnaires. There are 500 questionnaires issued during Mar. 1st to Apr. 25th in 2013 and 450 are returned. The return rate is 90%. 18 sets count as invalid and 433 sets count valid. The rate of valid questionnaire is 86.4%. This research uses SPSS statistical software to process reliability analysis, validity analysis, and regression analysis. The research suggests that “organizational commitment” is the main factor of “loyalty”. In the study, the loyalty rate of military personnel is 41.3% and they are willing to serve the country when needed. However, approximately 40.9% is neutral. Although 40.9% military personnel didn’t have specific answer, there is no doubt that the Armed Forces are still faithful to its country.
