However, there are many elements which will affect the quality and safety of the procedure, such as professional knowledge and skills of the staffs regarding packing and racking, how the resources of the museums, or techniques and methods of the management being applied, etc. Therefore, this research tries to demonstrate three stages of managing museum artifacts in “Preparation”, “Packing”, and “Racking”, in replying to the problems mentioned above. The main purpose of this research is aimed at helping to examine and establish the standard of working procedure in packing and racking the artifacts within medium or small scaled museums and galleries. Moreover, this research tries to draft a questionnaire regarding the standard of procedure in packing and racking the artifacts through reviewing literature. By applying Delphi technique, the questionnaire will be revised with various scholars and professionals’ opinions. With in-depth interviews and questionnaires, case studies of four Mid and Small museums form the statistics of the research, and by analyzing them, a series of questions will be explored: 1) What is the essential professional knowledge and skills for packing and racking museum artifacts? 2) How to develop such knowledge and skills? 3) What devices and equipments are in need, and how to use them to carry out the procedure? 4) How much budget should be built for these requirements? 5) What is the result of carrying out the procedure as planned above? The research hopes to call on: 1) Attach more importance to human resource management, especially in special skills development. 2) Support the improvement of the procedure by having proper equipments, with reasonable budget. 3) Enhance packing management by increasing protection to the artifacts. Thus it enables related staffs in the field to propose specific requirements for better work quality, and enables them to figure out and even remove all the possible elements which will affect the procedure of packing and racking. According to the result of the research, three conclusions can be made: 1) The special and essential knowledge and skills of the museum staffs are seriously underrated and being lack of. 2) Resources of the museums should be reinforced, and the way to employ them needs better arrangements. 3) Standard of procedure of packing and racking needs to be established and managed. Lastly, the research hopes to provide statistics and analyzation for related workers in the field to understand practical and crucial problems when executing packing and racking artifacts within museums.
