The demands from the user are become the dominant position in this entire IT industry. Computer and software has a closely connected relationship.The increase of computer use frequency from user that also tested the software quality's importance indirectly. Enterprises in order to enhance their market competitiveness, there are variety of different strategies in quality improvement. However, the cost and consumed manpower would be different for each policy. The result of effectiveness also would be different. With the existing resources, the enterprises need to consider which stratege that they should choose and could achieve the high effectiveness or more than. Quality improvement strategies research used to be focused on the hardware. The scholars rarely discuss the software quality improvement. The main reason is that the software usage environment is constantly changing. The characteristics of the softwares also are changing little by little with the advances in technology. Therefore, this research will through Analytic Network Process, ANP which is dependency and multi-criteria decision feedback characteristic of assessment methods to combined with the 2011 International Oraganization for Standardization,ISO which published the ISO series of standards for software qaulity ISO/IEC 25010 to establish a set of software quality improvement policy evaluation. Make the best choice of software quality improvement policy under the comparison of benefits, opportunities ,costs and risks in different environment so that software quality improvement strategy could meet the actual situation in that time.
